What Does a Stay-at-Home Order Mean When You Have No Home?

Pam Kestner (E&H ’83) talks to WVTF Radio about her work at DHCD on behalf of Virginians who are homeless during this pandemic.

WVTF Radio IQ recently interviewed Pam Kestner (E&H Class of 1983), Deputy Director of Housing for the Virginia Department of Housing and Community Development (DHCD), about how Virginia residents who find themselves homeless are additionally affected by the pandemic guidelines.

While many of us are adjusting to being home-bound during this stay-at-home order, there are many of our Virginia neighbors who do not have a home to stay in. Most shelters cannot physically maintain space between beds that meet social distancing guidelines, and that has impacted the number of persons who can use any given facility.

DCHD will have the task of distributing federal grant money that is due to be made available to the Commonwealth soon, some of which will pay back the $2.5 million recently allocated by Gov. Northam to assist with emergency needs.

Pam says part of the challenge will be using the influx of aid to meet immediate needs – but also realizing that they may need funding for longer than just a few weeks.

In the WVTF story, Pam says: “Our goal is that we stretch these dollars to meet immediate needs, while at the same time recognizing that we don’t know how long this event will last.”
